SHAPE supports Supreme Allied Commander of Europe (SACEUR) in fulfilling histerms of reference, as directed by the North Atlantic Council.The Command Group (CG) provides and sustains strategic level command and controlcapabilities to support SACEUR in exercising his command functions.The Office of the Chief of Staff (OCOS) provides full spectrum support to COS/Vice-COSin fulfilling their duties.The Allied Command Operations (ACO) Internal Audit Office is responsible to SACEURthrough the SHAPE COS. The ACO Internal Audit Office assists SACEUR in the effectivedischarge of his managerial and supervisory responsibilities with regard to governance,risk management and internal control.Fraud and corruption have a direct impact on readiness and responsiveness leading towaste of scarce resources, reduced operational effectiveness, deployment of inappropriate equipment, reduced combat capability and erosion of public trust.The Anti-Fraud Unit (AFU), under the direction of the ACO Head of Internal Audit, isresponsible to support the establishment of ACO-wide fraud prevention, detection andinvestigation measures. This post, as a member of the AFU, will assist with the definition, implementation and execution of anti-fraud activities in line with the NATO-wide anti-fraud strategy and the ACO Fraud Directive.With limited supervision, the incumbent is expected to have a leading role in the definition and implementation of ACO’s anti-fraud engagement roadmap with the objective to reduce ACO’s exposure to internal and external fraud related risk.

The post requires someone who has anti-fraud related professional experience and will be effective immediately. The work involves the analysis, research and delivery of a complete set of tasks with recommendations affecting the plans, procedures and managementdecision making.PRINCIPAL DUTIESThe incumbent's duties are:
1) In alignment with the requirements of the NATO HQ Fraud Strategy, ACO Fraudand Standards of Conduct Directives, and the NATO 2030 requirements, enhancethe corporate governance standards within ACO bodies in relation to anti-fraudactivities, including:
2) Review and update of central directives related to fraud, ethics and investigations.3) Establishment of an anti-fraud focal point community across ACO.4) Assist with the definition of clear roles and responsibilities supporting fraud
prevention, detection and inspection across ACO.5) Formalize an assurance map of current anti-fraud assurance sources in ACO.6) Perform and document fraud risk assessments over key support functions,
including:7) Perform process reviews to document fraud internal controls, test for effectiveness,
identify weaknesses and recommend improvements.8) Provide solution advice to vulnerabilities, which may require the need to devise new,
or modify and adapt existing, methods, techniques and procedures.9) Define, implement and report on fraud indicators and monitoring activities.
10) Assist divisions with the establishment of continuous controls over fraud related aspects.
11) Support and enhance the delivery of ACO-wide fraud awareness and trainingcampaigns.
12) Support and enhance fraud detection, whistleblowing and recording activities,including:
a. Assist with the data capture and recording of fraud reported cases.b. Support the witness protection program.
13) Engagement in performance reporting and feedback mechanisms, including:a. Preparing reports to the ACO Management Board and Audit Advisory Panel
on fraud related matters.b. Report to Senior Management on fraud residual risk exposure.c. Report to key stakeholders on the anti-fraud engagement roadmap progress,
issues and opportunities.14) As required, support fraud related investigative activities, such as administrative
boards of inquiry and internal audits.
SPECIAL REQUIREMENTS AND ADDITIONAL DUTIESThe employee may be required to perform a similar range of duties elsewhere within theorganisation at the same grade without there being any change to the contract.The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to180 days. Professional/Experience

1) At least 4 years of proven experience in the establishment and management ofan occupational anti-fraud strategy covering prevention, detection andinvestigations.
2) At least 4 years of proven experience of conducting and utilizing fraud riskassessments in a business and/or military environment.
3) At least 4 years of proven experience in leading or supporting fraudinvestigations within large organizations.
B. Education/TrainingUniversity Degree in business administration, engineering, economics, publicadministration, operations research, business process engineering or related disciplineand 4 years post related experience, or Higher Secondary education and completedadvanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related experience.C. LanguageEnglish - SLP 4334 (Listening, Speaking, Reading and Writing)DESIRABLE QUALIFICATIONSA. Professional Experience
1) Good knowledge of NATO policies, procedures and jurisprudence relevant toadministrative investigations.
2) Experience in an International Organization.3) Experience with software applications used in investigations.

The incumbent might be requested torepresent the AFU at meetings with internal and external participants up to and including

Negotiation with partners at a high level of management is a frequent routine for the planning, management and accomplishment of anti-fraud related activities.Decisions influenced by the incumbent and agreed by Senior Management will impact ACOprocesses and strategic direction and, indirectly, NATO’s ability to prosecute and succeed with its operations and missions.REMARKS:Duration of contract: The successful candidate will fill this post as a Project RelatedNATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda.
